NPC Commoner no longer has access to obtain a single Simple Weapon Proficiency by BONUSWEAPON

As the Code Team has stated the intention of not bringing back the old SA, Weapon prof and Languages tab, this requires a workaround fix - something easily down with the BONUS:ABILITYPOOL.

I also raised this obscure issue to the _dev list about Deprecating the tag as it can no longer function in the New UI.

Brought the Commoner up to speed using the BONUS:ABILITYPOOL advancements.
