Integrate Feat File Tag and Ability File Tag Docs

      Feat File Tags should be eliminated and a reference made to Ability File Tags, in my opinion.

        When is he Ability Object scheduled to be complete, with all fuctionality?
        If it is not until after 5.12, then maybe this tacker needs to be puched
        out.

        Also, in looking at the Ability File Tags page, it needs some major work
        before it will be ready so maybe this tag needs to be recast as a generic
        'Replace the FEAT page with the ABILITY page' and then plan on it being
        done in time for 6.0. What is the time framfor 6.0?

        Update the docs to remove the FEAT tags docs from the Domain, Race, and
        Template file docs.

        I'm assuming this will also be a good time to remove the Feat file docs .

        Deprecation will be in the 5.13.x series, IIRC.

        FEAT in Starting kits will stay (different behavior, NOT global).

        Domains / Race / Templates will go (with a conversion in prettylst to
        ABILITY:FEAT|AUTOMATIC or whatever).

        FEAT is not deprecated, and thus must remain whole in 5.14 in Domain,
        Race, and
        Template file docs.

        As for the "Feat File Tags" section, I'd wholly agree that could be
        integrated with Abilities in order to eliminate duplication... but keeping
        around the header for "Feat File Tags" is probably smart, since one can
        still define a feat file in a PCC.

        The Ability Object is done but there are still several tags used in Feat
        files that don't seem to be used in Ability files. Also, as Tom said, the
        FEAT file isn't going away yet so it is probably better to keep a separate
        set of docs for now.

        Therefore, I am moving this tracker back to 6.0. We'll merge the to sets
        of docs then.
