Description

I was trying to check on whether or not to submit a JIRA for a typo, but the links for "Bug Submission Guidelines" and "Feature Request Submission Guidelines" on the sourceforge page http://pcgen.sourceforge.net/06_trackers.php both seem to be broken (I went ahead and submitted a trivial level bug report, DATA-746).

We need to change the 'pcgen.sourceforge.net' to 'pcgen-test.org'
