There is a running demo of this feature, see:

With the advent of 6.4 finished, the discussion moves us to a complete Formula Parser replacement for JEP. Scheduled for 6.6.

As Tom has pointed out the Formula Parser Demo was a success and lived up to expectations. However, it was discovered that the JEP/FP incompatibility means fully functional expectations cannot be realized until a fully operational system is in place.

          I have several links:
The reason we are moving to remove JEP and replace it: http://wiki.pcgen.org/Formula_Parser-JEP_removal
A well thought out process of why we need to replace JEP and the functions that a Formula Parser (FP) should have: http://wiki.pcgen.org/Formula_Parser_Equip_Vars_Proposal
And of course the working draft Sandbox explanation - http://wiki.pcgen.org/Formula_Parser_Equip_Vars_Demo
          Andrew's JEP/BONUS/MISC tag to FP Conversion table - http://wiki.pcgen.org/Formula_Parser_Conversion_-_Data

Finally, Tom, Mark and Andrew had a post BoD meeting discussion about the Formula Parser here: http://wiki.pcgen.org/Meeting_2014_11_07#Log_for_New_Formula_Parser_Discussion
